* Include devel Flag for Toggling Dev Chart Versions

The flag `--devel` for enabling/disabling dev versions
of charts in following endpoints:
1. /api/helm/repositories/kafka-operator
2. /api/helm/repositories/versions
3. /api/helm/repositories/latestver
